CRITERIA FOR THE ALLOWANCE OF TRAVEL EXPENSES TO CHAIRMEN, VICE CHAIRMEN AND
INDIVIDUAL MEMBERS OF PANELS AS ESTABLISHED FOR THE WHITE HOUSE CONFERENCE ON
FOOD, NUTRITION AND HEALTH
I. Criteria for Payment
f Travel Expenses
Because of limited funding of the Conference, it has been necessary to
categories:
restrict the payment of travel expenses to panel members in the following
1. Poor and disadvantaged
2. Staff members from various university departments that would not be
able to acquire funds for this purpose from their departments' budgets.
3. University department heads who would not be able to charge travel
expenses of this type to a federal grant or contract, or a grant from a
private foundation. (Department heads are encouraged, wherever possible,
to pay their own travel expenses from current grants and contracts re-
ceived from private foundations and federal agencies.)
4. Members and staff of religious organizations and members of the Clergy.
5. Members and employees of Social Service Organizations.
6. Employees of other nonprofit associations and organizations.
7. Private citizens who cannot otherwise be funded by an organization.
8. State and local government employees.
9. Hospital staff
II. Exceptions to Payment of Travel Allowances
The following categories of individuals would be requested to cover their
own travel expenses to panel meetings:
. Officers and administrative staff of private firms and organizations.

University Administrative staff - such as Presidents, Vice-Presidents,
deans, etc.
3. University department heads and other professionals who have grants or
contracts from Federal agencies and private foundations where a certain
portion of these funds could be justifiably used for the purpose of
attending panel meetings.
4. Officers and members of trade associations and other business associ-
ations and organizations.
5. Individual private citizens, professional people and others who have
the means to finance their own transportation.
